I got a comment recently: "Wait... aren't they brothers? Is that just the culture of this place...?"
The answer is: they aren't touching each other. They are unabashedly aware of each other's sexual interests and relationships and while that isn't part of the overall culture, it isn't frowned on either. Neither one has much shame when it comes to sex. It may not be clear from the context and if not it's something I still want to address.
